The Commission on Poverty of the Government of the HKSAR

The Commission on Poverty was established by the Government of the Hong Kong Special Administrative Region in early 2005 to enhance policy integration and strengthen existing efforts in alleviating and preventing poverty in the society.

The Commission is chaired by the Financial Secretary. Other members include Head of the Central Policy Unit and four Principal Officials responsible for health and welfare, home affairs, employment and education, Legislative Councillors, business people, community leaders, representatives from non-governmental organizations and academics.

One of the Commission's tasks is to further promote the development of social enterprises in Hong Kong to provide training and work opportunities for the disadvantaged.

The Central Policy Unit of the Government of the HKSAR

The Central Policy Unit (CPU) came into being in 1989 and has retained its structure after 1997. It is the internal think tank of the Government of the HKSAR and its major function is to provide advice on policy matters to the Chief Executive (CE), the Chief Secretary for Administration and the Financial Secretary.

The work of the CPU includes: conducting policy research, drafting CE's annual Policy Address, analyzing and assessing community concerns and public opinions, undertaking work for the Hong Kong Guangdong Strategic Development Research Group and providing secretarial support for the Commission on Strategic Development.

In addition, the CPU encourages, through various means, community discussion and participation in public policy formulation. It organizes public forums to focus attention on issues of public concern and involves experts and scholars from different places to share their views and experience with their local counterparts as well as civil servants and related front-line staff.
